Step 1: Report Through Instagram’s In-App System

Always start here. Instagram’s built-in reporting is the fastest first step:

  • Tap the three dots (⋯) on any post, Reel, Story, or profile
  • Select “Report” and choose the appropriate reason
  • For account impersonation: Go to the fake profile → tap ⋯ → Report → “It’s pretending to be someone else”
  • For intimate/sexual images: Use the same flow but select the relevant category

Under the 2026 rules, Instagram must:

  • Acknowledge your complaint within 24 hours
  • Resolve general complaints within 7 days (reduced from 15 days)
  • Act on content removal requests within 36 hours (reduced from 72 hours)
  • Remove intimate/sexual imagery within 2 hours (reduced from 24 hours)

Step 2: Contact Instagram’s Grievance Officer for India

If the in-app report doesn’t resolve your issue, escalate to Instagram’s designated Grievance Officer for India. Under Rule 4(1)(c), every Significant Social Media Intermediary must appoint a Resident Grievance Officer who is based in India.

You can find contact details on Instagram’s Help Centre under “How to report things” or on Meta’s transparency page for India. Send a detailed email with:

  • Your Instagram username
  • The specific content/account you’re complaining about (include URLs or screenshots)
  • The rule or law being violated
  • What action you want taken

The Grievance Officer must provide you with a unique ticket number and follow the same resolution timelines (7 days for general complaints).

Step 3: Appeal to the Grievance Appellate Committee (GAC)

If the Grievance Officer’s response doesn’t satisfy you — or if they don’t respond within the mandated timeframe — you have the right to appeal to the government’s Grievance Appellate Committee.

How to file a GAC appeal:

  • Visit grievanceappeal.gov.in
  • File your appeal within 30 days of receiving the Grievance Officer’s decision (or 30 days after the resolution deadline passed without a response)
  • The entire process is online — no physical paperwork required
  • The GAC aims to resolve appeals within 30 calendar days
  • Instagram is legally bound to comply with GAC orders

The GAC was created by the October 2022 amendment to the IT Rules. Each committee has a chairperson and two members appointed by the Central Government.

Step 4: Other Escalation Options

If even the GAC doesn’t resolve your issue, you have additional options:

Cyber Crime Portal: For criminal matters (hacking, fraud, harassment, CSAM, deepfakes), file an FIR through the National Cyber Crime Reporting Portal at cybercrime.gov.in or call the helpline 1930.

Consumer Forum: If Instagram’s service failure caused you financial loss, you can file a complaint with the Consumer Disputes Redressal Commission.

Court Order: For urgent matters (like ongoing defamation or threats), you can seek a court order directing Instagram to remove specific content. Under the 2026 rules, Instagram must comply within 3 hours of receiving a court order.

Tips for a Successful Complaint

  • Document everything: Screenshots with timestamps, URLs, and any correspondence with Instagram
  • Be specific: Reference the exact rule being violated (e.g., “Rule 3(1)(b)(vi) — impersonation”)
  • Keep copies: Save all complaint reference numbers and responses
